Located in Hell’s Kitchen in Manhattan, the Lirio offers unique, affordable housing for HIV/AIDS survivors. This area of the city has the highest concentration of residents who have HIV, as well as one of the highest rates of new infections of HIV/AIDS. The project is set to be completed in 2023 but is facing some opposition from neighborhood leaders.

About The Lirio

Named for the oldest living thing in New York City, the liriodendron tree, the Lirio will feature 112 affordable homes, 59 of which offer support services for long-term survivors of HIV/AIDS or those with mental illness or substance abuse disorder. It will also include 44 permanently affordable homes for families and eight for formerly homeless people. The affordable homes are intended for families with household incomes from 40-80 percent of the area median income (AMI).  Designed by the award-winning architecture firm, CetraRuddy, the Lirio is aimed at Passive House standards for energy efficiency.

Developed by the real estate firm Hudson Companies, Inc. and Housing Works, a non-profit organization that fights AIDS and homelessness, the project will be located at 806 Ninth Avenue at 54th Street, at the site of a current MTA parking lot.

Maria Torres-Springer, Deputy Mayor for Economic and Workforce Development stated that “The Lirio is a critical project to help address affordable housing needs in Hell’s Kitchen and support long-term survivors of HIV/AIDS—and a great example of how we make New York a ‘City of Yes’ for everyone.” The housing aims to meet the needs of the community by providing much-needed services.

Amenities at The Lirio

In addition to important services for those who need them, The Lirio will have approximately 30,000 square feet of office space for the MTA and around 9,000 square feet of retail space. It will also include sustainable features such as solar power, green roofs, high-performance building envelope, and VRF HVAC.

Pushback from the Surrounding Community

Those in the support of the project, such as HIV/AIDS advocates and survivors, say that such a facility is needed in the area and would greatly benefit those in the community who have suffered. Supportive housing like this is necessary to help individuals with HIV/AIDS to maintain their medical needs.

But not everyone is in agreement that this is a good move for the area. Some residents are pushing back against it and say the units are too affordable and want to maintain the neighborhood’s character. Members of Community Board 4 voted against the project in March, claiming it should be reserved for middle-income families. This is an unusual move for Community Board 4, which normally votes to support the construction of new housing units.

Those against the project have been vocal for the need for more middle-class housing. Real estate rents have gone up more than 30 percent from the year prior, according to data provided by RentHop. Currently, the median 1 bedroom rent in Hell’s Kitchen sits at about $4,295.

Richard Marans, a founder of the West 47/48th Block Association, stated during a March 2 meeting that “We don’t want a neighborhood that is all poor and all rich.” With rising rents, it has been difficult for middle-class families to be able to afford to live in this neighborhood.

The community board wrote a letter to city officials giving several options for approval, including changing the building’s façade to match those along Ninth Avenue as well as increasing the affordability bracket so the building has up to 25 percent of the units at 80 percent of the AMI and the rest between 80 and 165 percent.

Using information from the city for other affordable housing residences, one-bedroom units would then rent for $2,002 at 80 percent of the AMI. At 165 percent of the AMI, one-bedrooms could go for $4,129 per month.

In Hell’s Kitchen, the median household income is $90,422, according to data from the census. That means the maximum rent a household should pay is $2,250, about half of the 165 percent AMI percentage that some of the Community Board 4 members want.

Project Supporters Push Back

While these concerns are not unfounded, and the area does also need more middle-income housing, supporters feel that it should not be at the cost of providing supportive housing for those with HIV/AIDS. Residents can support the project and still campaign for more affordable housing for the middle class, supporters argue, particularly because this neighborhood could benefit greatly from this type of housing. Proponents also feel that supportive housing would be a big improvement over the current parking lot. They claim that there is space available for mixed-income housing down the road in the area which should not affect the approval of The Lirio.

Next Steps for The Lirio

Before being allowed to break ground on the Lirio, its developers must win a rezoning through the Uniform Land Use Review Procedure, which involves the community board, the Manhattan Borough President, and the City Planning Commission. It also requires the approval of the local city council member for Hell’s Kitchen, Erik Bottcher.

Whether or not the Lirio receives approval to move forward, the issue brings to light the need for lower-income/supportive housing as well as middle-income housing in many New York City neighborhoods. While this is a goal of the current NYC mayor and administration, rising rents have affected New Yorkers faster than enough affordable housing can be created.

A truly unique housing opportunity is being developed at 2865 Creston Avenue in the Bronx. This extensive project is focused on creating housing that is not only affordable but will benefit its residents in a variety of ways by promoting health and well-being with sustainable design features. The LEED-certified building has innovative features and amenities to support vulnerable residents’ stability in the long term.

New York City Mayor Eric Adams, the New York City Department of Housing Preservation and Development (HPD), the New York City Housing Development Corporation (HDC), and homeless services nonprofit Project Renewal have worked together to create this opportunity for New Yorkers who were previously homeless, for families impacted by mental illness and substance abuse, or for those living with HIV/AIDS. Phase I of the project has 71 apartments available for qualifying individuals or families. The other 46 apartments have been designated for low-income households earning up to 60 percent of the area median income (AMI).

Unique Amenities at 2865 Creston Avenue

Located in Bedford Park in the Bronx, this building was constructed in 2019 and has a total of 117 rental apartments. Amenities in this 14-story building include a rooftop terrace, elevator, attended lobby, concierge, event room, bike storage, laundry room, and garden. Beyond the usual amenities, however, Project Renewal will provide on-site social services, including a greenhouse with aquaponic urban farming on the roof.

Aquaponics Farming System

The 1,500-square-foot rooftop greenhouse features fish, vegetables, herbs, and microgreens that will allow residents to grow fresh food all year long. The vertical farming system will allow residents to raise vegetables and edible fish in an ecosystem. The fish’s tanks are connected to a bio-filter that breaks down their waste and carries the nutrients to the plant roots. The space outside the greenhouse will be used for organic farming for vegetables that do not grow well via aquaponics. Residents will work with the horticulturist provided by Project Renewal to learn to grow their own food.

Environmentally Friendly

Greenery has been planted to grow from the top floors to the ground, reducing the energy use for the building and pollutants surrounding the building. Bedford Green House also features continuous exterior insulation, lowering energy use and reducing the building’s carbon footprint.

Streetscape

Bedford Green House’s streetscape includes landscaping along the sidewalk and seats at the setbacks that encourage residents and neighbors to gather outside the building. The colorful community playground will be accessible to the children who live in the building as well as other children of the surrounding neighborhood.

Social Services

Project Renewal will also offer case management, occupational therapy, and horticultural therapy. Phase II of the project will include even more amenities for the residents with 116 additional apartments, a 5,000-square-foot medical clinic, a fitness center, and a library.

Safe, High-Quality, Affordable Housing

The project’s goal is to create a safe and positive environment for its residents, who have previously struggled. Project Renewal hopes that shared activities that support healthy living will help bring residents of the building together.

Mayor Adams commented: “Affordable housing, homelessness, public health, and our environment are all connected, and Project Renewal demonstrates the kind of creative thinking we need to tackle all of them together.”

The Neighborhood of Bedford Park

Bedford Park is a quiet community in the northern section of the Bronx with small residential streets that feature old Victorian and Tudor-style homes. Surrounded by parks like Jerome Park and the New York Botanical Garden, this area has plenty of green space. Bedford Park has several nearby bus stops and is close to the 4 subway line. Designed by S. Wieder Architect and developed by Joel Rubin under the East 134th Terrace LLC, this modern building has 22 residential units, of which seven units are designated for affordable housing. The apartments were made to maximize living space as well as designed with comfort and technology in mind.  

The units are of modern design as well, with sleek kitchens and bathrooms. Each kitchen is equipped with energy-efficient appliances, including a dishwasher, and high-quality countertops. The bathrooms are well-appointed with high-end finishes. The residences also have a patio or balcony, high-speed internet, a washer and dryer, and air conditioning. Tenants are responsible for electricity, including stove, heat, and hot water. Residents will enjoy building amenities such as a fitness center, rooftop terrace, and parking.

The Units at 304 East 134th Street

In order to apply, households must be in the eligible income range of $68,572 to $156,130, or 130 percent of the AMI. There are five one-bedroom units for households with one to three people with incomes from $68,572 to $156,130. There are two one-bedroom apartments for households for one to three people with a monthly rent of $2,300 for those with incomes between $78,858 and $156,130.

About Port Morris, Bronx

Port Morris is between the East River and Harlem River, and is filled with both residential and commercial properties. The Randall’s Island Connector is a short walk from Port Morris, allowing residents access to the park and its attractions. The area was formerly a piano manufacturing mecca so there are still old factories and warehouses with character throughout the neighborhood. Now, it contains an artist’s community that is evidenced by the street art that is on every corner, as well as local galleries. The building is close to restaurants, nightlife, and breweries, as well as transportation such as the 4, 5, and 6 subway lines, making for an easy commute.

With the real estate market cooling off and the economy slowing down, real estate companies are starting to make changes. In filings with the Securities and Exchange Commission, Compass announced a 10% reduction in its workforce while Redfin is reducing its by 8%. As a result of the announcements, shares for both companies fell earlier this week. The stock price for Redfin reached a new 52-week low.

Boom to Bust?

For several years, the real estate industry has been hot, but signs have been pointing to a change in the market. Mortgage rates are on the rise and home sales have been down for several months in a row and are expected to fall further. This week alone mortgage rates went up more than half a percentage point. The average rate of a 30-year fixed mortgage was around 3.5% in January as compared to 6.28% as of Tuesday, according to Mortgage News Daily. This is the highest rate since 2008. At the same time, the demand for mortgages has fallen to its lowest level in over two decades. Home prices which are inflated as much as 20% as compared to last year at this time, coupled with high inflation this year, have made homes unaffordable.

Real Estate Firms’ Reaction to Market Changes

Concerned with the downswing of the market, Compass made the decision to cut their workforce. A spokesperson from the company explained, “Due to the clear signals of slowing economic growth we’ve taken a number of measures to safeguard our business and reduce costs, including pausing expansion efforts and the difficult decision to reduce the size of our employee team by approximately 10%.” This layoff will affect about 450 workers.

The company is also reducing other costs, such as the wind-down of the use of Modus Technologies, a real estate software platform the company purchased two years ago, when home sales were surging.

Redfin CEO Glenn Kelman posted in the weekly blog, “With May demand 17% below expectations, we don’t have enough work for our agents and support staff, and fewer sales leaves us with less money for headquarters projects.” Mr. Kelman also stated that since mortgage rates are increasing faster than at any point in history, it could be years of slower home sales.

The company laid off about 470 employees, which will take place throughout the month of June, or 8% of the total staff. The Redfin staff that is being laid off will receive a minimum of 10 weeks base salary in addition to three months of health care and severance pay that will be equivalent to sales bonuses.

Today, news broke of Zumper laying off 15% of their 300-person staff last Friday. Zumper, like the other companies, stated that these lay-offs were due to revenue, not performance-based.

Cooling U.S. Economy

The cooling off of the real estate market comes at the same time as other parts of the U.S. economy that are showing signs of heading to a potential recession. Many companies have initiated layoffs over the last few months, the most recent being cryptocurrency trading firm Coinbase also announced an 18% layoff of its workers on Tuesday. Latch, a proptech smart lock company that raised $152 million in known private capital cut 130 people, or 28% of its full-time employee base last month. Rhino, another proptech startup that offers an alternative to security deposits laid off more than 20 percent of its staff, or 57 employees, earlier this year.

As economic growth slows and labor costs increase, there will be more layoffs to come. Most likely with higher prices for goods, rising fuel prices, as well as higher mortgage rates, the real estate industry could be in for a rough patch this summer, and possibly beyond.

Developed by Peter Fine of Bolivar Development and designed by GF55 Partners, the building features a state-of-the-art fitness center, media room, pet-friendly policies, party room, an attended lobby, Wi-Fi, and free storage. The 3,500 square foot outdoor roof deck with a pool is a spectacular addition to the building.  There is also a 17-foot outdoor movie screen that overlooks the pool area, as well as several areas to BBQ and sit and take in the amazing surrounding view.

Each apartment is bright and airy, with open concept floor plans for the main living area. Large windows in the living area provide natural light and a view. Every unit also includes a washer and dryer and dishwasher. Tenets are responsible for the electricity.

Ten two-bedroom units are renting for $3,200 per month for households who earn between $109,715 and $187,330, and there are 3 three-bedrooms for households with three to seven members with an income of $128,572 to $215,150, at $3,750 per month.

About the Area

The building is located within a vibrant NYC neighborhood with strong Latin, Caribbean, and African American influences. The area has a long history of urban renewal projects, which has created a diverse neighborhood. Within walking distance of upper Central Park and the East River Greenway and Esplanade, it is also close to all the Upper East Side has to offer, such as shops, restaurants, nightlife, museums, and cultural institutions.  1998 Second Avenue is only a few blocks from the 4 and 6 subway lines, and the new Second Ave subway line.

Qualified applicants who meet income and household size requirements will be selected through a lottery to lease affordable apartments. The lottery is run in conjunction with the New York Department of Housing Preservation and Development. Current residents of NYC will be given preference in the lottery. Applications must be submitted online or postmarked by July 14, 2022.

There are a variety of studios, one-, two-, and three-bedroom apartments available for households from one to seven people. There are 38 apartments available for incomes ranging from $15,429 to $49,650, or 30 percent of the AMI. Monthly rents range from $375 to $672, depending on the size of the unit.  At 40 percent of the AMI, there are 26 units for incomes between $20,915 and $66,200.  Rents are between $535 and $949 per month. There are 25 units for incomes between $26,435 to $82,750, or 50 percent of the AMI with rents between $696 and $1,227 a month. There are 26 units at 60 percent AMI (or $33,738 to $99,300) for rents of $909 for a studio up to $1,570 for a three-bedroom. At 70 percent of the AMI, there are 48 units with rents that range from $1,080 and $1,865 a month, and at 80 percent of the AMI, 62 units are available for those earning between $452,892 and $132,400. Rents for these units range from $1,176 per month to 2,059. The average rent for a one-bedroom in NYC in March of 2022 is around $3,450.

River Crest is located in the Concourse neighborhood in the southwest section of the Bronx, near the Harlem River. Concourse is about five miles north of Manhattan and four miles south of the Bronx Zoo. River Crest is within walking distance to Yankee Stadium. It is also close to many green spaces like Joyce Kilmer Park, Macombs Dam Park, and Mullaly Park. Restaurants, general goods stores, and beauty stores are all located in the area. Residents will be close to major transportation, including Interstate 87, subway lines B, D, and 4 as well as the Bx1, Bx2, and Bx35 buses.

How to Apply

Prospective renters must meet the income and household size requirements in order to apply. Current residents of New York City will be given preference. Applications are due by June 27, 2022, either online on NYC Housing Connect or by mail.

The housing lottery for Bishop Rene Valero Senior Residence, located at 23-11 31st Road in Queens, NY is now available on NYC Housing Connect. This housing lottery is unique in that it is specifically geared for very low-income seniors in New York. There are 35 low-income units for seniors with households of one to three members with income levels of $0-$53,700. New Yorkers who are 62 or older and earn 40 to 50 percent of the area median income are eligible to apply.

Details of the Bishop Rene Valero Senior Residence

This newly constructed, six-story building on 23rd Street near 31st Avenue was built with seniors’ needs in mind. The project which was developed by Catholic Charities and designed by Dattner Architects, and was originally set to close in March 2020, but was delayed due to the pandemic. It features supportive social services onsite, a shared laundry room, a community senior center with 200 seats, and more. Residents will also have access to daily hot meals made on the premises, fitness classes, and senior case management provided by the Peter J. Dellamonica Senior Center. The building is close to the N and W subway lines as well as restaurants and stores and Mt. Sinai Queens Hospital.

The brand-new units have modern bathrooms with rails in the shower for seniors who may need them. Tenants will be responsible for the electric, including the electric stove.

All of the 102 units are 100 percent affordable with free rent, with 30 percent of the units reserved for formerly homeless seniors with severe mental illness. The remaining units are for low-income seniors. At 40 percent of AMI, there is one studio available for one person who makes up to $33,440 per year or two people who make up to $38,200 annually. At the same AMI, there are four one-bedroom units for one person that earns up to $33,440 annually, or for two people that earn $38,200, or up to three people who do not exceed an annual income of $42,960. At 50% AMI, there are three studios for one person whose income is between $0-$41,800 or for two people who earn between $0-$47,750. There are 27 units at 50% AMI for one person who earns up to $41,800 or two people who earn up to $47,750 or three people who earn up to $53,700 per year.     

How to Apply

Prospective residents must earn no more than $33,440 annually for a single person and no more than $53,700 for a household of three, in order to qualify. In addition to the online application, interested applicants can also apply by mail by sending a self-address stamped envelope to: Bishop Valero Senior Residence c/o Catholic Charities 191 Joralemon Street, 8th Floor, Brooklyn NY 11201.  Applications must be received by June 15, 2022. Questions can be directed to the NYC Housing Connect Department by dialing 311.

Stock up on Spring Cleaning Essentials

Do you have the proper cleaning supplies, paper towels, and rags to start the task? Those are necessary to have on hand before you begin. The vacuum you use is also important. A HEPA vacuum is one of the best spring-cleaning supplies to purchase because they trap airborne particles that cause allergy symptoms. If you don’t have a HEPA vacuum, make sure you have one with attachments for cleaning ceiling fans, behind furniture, and tight spaces. Steam cleaners are another option for spring cleaning. They can be used to naturally clean kitchen appliances, bathrooms, tile, hardwood floors, and even the microwave. 

Create a Spring-Cleaning Checklist for Each Room

Cleaning the entire house at once can seem overwhelming, but spring cleaning can be broken up by room. But before you even start, create a checklist (see our ultimate checklist below) for each room of the house to stay organized and take note of areas that need extra attention. There may certain areas of the home that were neglected over the winter that need more time. Designate a certain day to begin the cleaning but realize that it does not all need to be completed in one day.

Work from Top Down

Start from the ceiling down so the debris from cleaning on the floor will be cleaned last. A vacuum with an extension hose should be used to get cobwebs and dust from the ceilings, fans, and light fixtures first. Then dust the furniture and other times before vacuuming all the debris from the floors. Bonus Tip: For cleaning carpets, sprinkle baking soda on the carpet, let sit for 30 minutes, and then vacuum, which will clean and deodorize.  

Get Rid of the Clutter

Part of the reason that spring cleaning is time-consuming is because of clutter. Studies indicate that a disorganized home can create stress. Understanding the reason for the clutter and a solution for it can help get rid of it quickly. Clutter can be sorted into four categories: garbage, donate, store, or put away where it belongs. Get a large box for donations and a trash bag for garbage and move them with you as you move from room to room. That way, there is one large donation box and trash bag at the end of cleaning rather than some in each room. This is an effective way to get the clutter out of the way. 

Seasonal Spring Chores

Several chores are associated with spring cleanings, such as cleaning the grill, patio, or garage. Spring is a good time to clean the walls and windows and screens, where dust can settle over the winter. Starting from the top, use a damp towel or rag to wipe down walls and blinds.

Bonus Tip: Wash the windows on a cloudy day to avoid streaking with 8 parts water to one part vinegar.  Wipe down with a coffee filter or newspaper for a streak-free shine.

Spring cleaning is also a good time to put away winter clothing, bedding, and décor and bring out spring items, as well as replace HVAC air filters. Allergy sufferers should consider wearing a mask and rubber gloves for some of the more heavy-duty spring cleaning.

Organizing the Garage

Most homeowners tackle cleaning out the garage during the spring months. Start by removing everything from the garage and group them by category. Items that are used often should be placed on shelves for easy access while items that are not used often can be stored in cabinets or bins. A pegboard is essential for hand tools like hammers. Wall hooks can be used to hold rakes and shovels.  

Spruce Up the Space

Now that the space is clean and ready for the new season, spruce it up with some new items. A few inexpensive changes can help your house feel light and bright for spring. For example, new pillows for the couch can make the room feel refreshed. Purchasing new bedding, towels, or window treatments can transform a room for spring and get ready for the coming warmer months. Another quick way to spruce up the space is with fresh flowers or a new green plant.

The affordable housing lottery has opened for 90 Sands Street, a 30-story building in the DUMBO section of Brooklyn.  The building has 491 units, of which 185 will be available to low-income families with one to three members. Interested applicants are able to apply through NYC Connect.

About 90 Sands Street

This building is a mixed-use building in DUMBO, Brooklyn designed by architects Beyer Blinder Belle and developed by Breaking Ground, an organization that helps families by sustaining supportive and affordable housing for vulnerable New Yorkers. Households of one to three people who earn from $18,412 to $128,880, or 30 to 120 percent of the area median income (AMI), are eligible for this housing.

Amenities at 90 Sands Street include a 24-hour secure lobby, security camera system, laundry room, fitness center, elevator, and an on-site resident manager. Units are neutral and feature a galley kitchen and ample storage space, particularly in the one-bedroom units. Views of Brooklyn or the Manhattan skyline can be enjoyed from the high-rise building. The building is near many public transportation options, including subways A,C,B,D,F,M,Q,2, and 5. All utilities are included in the rent, including heat and electricity.

Other Services at 90 Sands Street

This housing also includes a unique service right on site. The Center for Urban Community Services provides housing and onsite support for formerly homeless individuals and families. The services will be available to all tenants including primary medical care, mental health services, benefits counseling, and employment assistance.

Affordable Housing Units

The building was renovated through the Preservation Program of the New York City Housing Development Corporation and the Supportive Housing Loan Program of the New York City Department of Housing Preservation and Development. 

There are nine studios with a monthly rent of $537 for incomes in the range of $18,412 to $28,650, or 30 percent of the AMI.  There are another nine studios with a monthly rent of $736 for 40 percent of the AMI, or an income between $25,235 and $38,200. At 60 percent of the AMI, 14 studios are available for a monthly rent of $1,134, and four one-bedrooms with a monthly rent of $1,215. There are 44 studios at 100 percent of AMI for incomes between $54,583 and $95,500 for a rent of $1,592 per month and 55 one-bedrooms for households that earn between $58,492 and $107,400 with a rent of $1,706 per month. At 120 percent of AMI, 22 studios are available with a monthly rent of $1,990 for incomes from $68,229 and $114,600 and 28 one-bedrooms with a monthly rent of $2,132 for households who earn between $73,098 and $128,880.

Potential applicants must meet the income and household size requirements in order to apply for these apartments. Applications must be postmarked or submitted online no later than June 2, 2022.
